The solution combines immediate emergency measures with medium-term investments in renewable energy diversification, grid modernization, and policy reforms. Quantitative analysis indicates that Zambia needs to add approximately 1,200- 1,500 MW of new generation capacity while implementing demand-side management strategies to reduce the current 1,300 MW deficit. The total investment required is estimated at $2-2.5 billion over three years, with specific phased implementation targets provided in this report. With coordinated execution of the proposed framework, Zambia can not only eliminate load-shedding but also build a resilient energy system that supports sustainable economic growth and achieves universal electricity access by 2030.
